To correct this issue, the root_dir setting must be changed to `/` and the server must be restarted with the updated version. Another way to fix this issue is to remove the `root_dir` setting from the jupyter configuration file. To do this, create the `jupyter_config` file on the system drive (e.g. C:\) and add the following line to the file: `root_dir = c:\` Restart the server with the updated version and then set the `root_dir` setting to an appropriate location.

Finding the IP address of a Jupyter server

Jupyter runs on port 8888 by default. The IP address of the server can be found by running the following command:

ipconfig
Then, make a note of the ip address.

Conditions

That Cause the Issue
The following conditions create the issue:
- The `root_dir` setting is set to a directory that does not exist.
- An existing process with name `jupyter` is running on the same computer.
- The server was compiled using Python 2.7 or Python 3.4, but you are trying to start it with Python 2.6 or earlier.

Jupyter Notebook and IPython

The `-ip` option allows you to change the port that IPython listens on. The default is 8888.
